If anything, the cake devs are a lot more active on this project than many other open source projects I've come across. I don't see any difference between here and pretty much any app that's out there as far as dev goes; If you want stable, use their stable app, if you want bleeding edge, use their "beta". In cake's case, it's 1.1 or 1.2, in other apps' case, it's their "stable prod release" or their "beta".
When 1.2 becomes the cake project's "stable" release, I suppose certain people will show up whining about why 2.0 isn't stable yet? I don't complain about docs because I haven't had the time to offer to help improve them. Besides, unless you're completely inept, searching google, this group, the official api and the various blogs + social bookmarks tagged cakephp that are out there is plenty of info, especially considering the entirety is voluntary on the part of the contributors. I get less info and support and info at work for some of the commercial apps that we've spent over 100K on...
