My understanding is the same as Joshua. It's a bridge that allows Joomla access to the Cake applications/api, and Cake access to the Joomla applications/api. To completely replace the Joomla api, that would seem to be pretty complex, as you would have to update existing Joomla components/modules to work with Cake.
