fyi, my structure is:

/
/base
/base/cake
/base/app

I moved /base/app/webroot/* to /, so my webroot is the site root

With mod_rewrite, it works great.
Without mod_rewrite, it works great.

Sounds like you misconfigured something, because I have a non-standard
setup, still functions.
