Follow AD7Six's advice and do the following:

1) delete your existing install of CakePHP
2) grab the latest nightly version (I update mine every day)
3) and FOLLOW THE MANUAL for how to install it.

If you are not willing to follow those 3 simple instructions above
then I fail to see why ANYONE should be helping you figure out why you
can't get it to work.  Given the fact that literally THOUSANDS of
developers have been able to successfully install CakePHP in a variety
of environments leads me to believe that you are unable to follow the
incredibly simple instructions here:
