It's a reserved variable being used by Controller::set. If you look at the set function in cake/libs/controller.php you'll see a line (513 in bleeding-edge Cake 1.2) where it is looking for 'title' as an index inside arrays passed into it. It then sets the title of the page to whatever value is associated with the index 'title'.
