I'll leave the comments on your thoughts to PhpNut. What you are describing is a major fundamental change to how CakePHP currently works. However, I will say this: I don't see how changing things would make it (and I quote from your PDF) "much easier to understand for all those who want to start coding in Cake." CakePHP has a set of rules in place for how to use it.
