Sorry about taking so long to update this with a solution.

You were right in the first place francky - it was the PHP memory
limit.  I had already checked that and determined (incorrectly) that
it was not the cause since the old server had lower limits set than
the new server where the problem was.  However, after reading your
post, I dug a little deeper and discovered that prior to PHP 5.2.x,
the memory limits are ignored unless that option is speciically
enabled at build time.  I'm running PHP 5.1.x on both servers.  The
old server does not have the memory limits enabled and so it was
ignoring the settings I was checking.

I increased the PHP memory limit on the new server and the problem is
solved.

Thanks for your help, folks.  Now if I could just figure out why
Cake's debug isn't working on that new server....
