I seem to remember that there was a change in cake which prevents
Plugins from accessing app models, this change post-dates the last
update to the acl_admin (1.1) plugin. Assuming this is the cause try
copying /app/models/user.php -> /app/plugins/acl_admin/models/user.php
(or symlink in reverse).
