Yes, it does - not only security risks but also the source of strange
bugs if you don't explicitly declare your variables.

There's a reason the default was changed to "off" :)

This option is basically a hang-up from the bad old days when PHP was
little more than a contact form processor.

Besides, if you're using Cake on your server then it serves no purpose
whatsoever - except slightly slow down each request.
