Dia,

You can try adding either:
        setenv TZ Europe/Paris
or
        setenv TZ=CET

to your .htaccess files (I won't promise that it will work though)
Or you are going to have to just pass the timestamp to
strtotime("+9 hours");
when you add the comment to the database.
