It is only trying to access a Css or Img controller because you have
links to missing files - such as /css/some.css .  If that file exists
in your webroot, then it is immediately returned.  If it does not
exist, the request is sent through cake, which expects a
CssController.

So, the problem is that you have incorrect links.  When you set your
Debug to 0 (in /app/config/core.php) then any "missing controller"
errors like this are just represented as 404s, so there is no problem
there.

As for your css file not being used, make sure you are including it in
your view / layout.  Look in /app/views/layouts/default.ctp (or copy
the default.ctp from /cake/libs/view/templates/layouts into your /app/
views/layouts, then modify it to include your css).
