You are right somehow. ACL is  access control list and not an
authorization system. However, it could be good if a core component
handles both need. Usually (I was one of them) tend to mix ACL and
Authorization. I can do Authorization and ACL with the cake1.2 Auth,
for my purpose (not universal of course). However there are some needs
for an authorization system that require modifications in the Auth.
