You should be able to set a default by passing a unix timestamp to the
field $selected.
$selected = strtotime('Jan 6, 1978 07:00');
$form->dateTime('Field.name', 'DMY', 12, $selected, array(), false);

about setting up the range? No clue besides making your own helper or
modifying cake code.
