PHP itself is a templating language, so I do wonder why people work so hard to add another layer of processing and overhead to a PHP-based application. If you have designers who can't be bothered to learn a little PHP in order to use PHP-based templates, well, I suggest you get some new designers who are actually willing to learn something new.
