Is your site working locally? I have several CakePHP sites running on DreamHost... none of them have any special .htaccess changes. There have been a few times that I had this 500 error issue and had to just delete all the files on the server and reupload the whole site and it seemed to fix the issue... it was as if something got jacked during upload... I chalked it up to my FTP app doing something weird or not completely writing a file.
