I think the biggest reasonings behind the inclusion of a cake email component are reliability, interoperability, and ease of maintenance. With the cake email component, they have a guarantee that it will work with cake, as is, without the need to modify someone else's code to make it fit, and they can make sure that all new features work perfectly with the entire cake framework.
