I like to treat site modules as set of controllers & models (maybe put
together in a plugin). Components are to offer some generic functions
to be used in any controller.

And this draggable feature - it is user interface issue. It has
nothing to do with controllers, models, components (except maybe some
mechanisms to store positions of these draggables on the page). For
user interface use javascript in views.

You should develop your app in a way that is easy to maintain later.
Write controllers separately from views. Write generic actions that
can handle both ajax and usual requests, etc.
