I have successfully been able to use the SMTP mode of the
EmailComponent.  I am using the most recent build of Cake.

I reported one bug:
https://trac.cakephp.org/ticket/3820

It sounds to me like you may not have the correct SMTP information.  I
am using host and user information provided by my ISP.

Since I have been able to use this component, though, I would look
more at your configuration than the component code itself, which is
working.
