Nothing wrong with Dreamweaver. I've used it myself. To encode in UTF8, click "Modify" --> "Page Properties" --> "Document Encoding". Select UTF-8 (Unicode) and click "Reload".
This is how I do it in Dreamweaver MX. Your version might be different. I prefer Zend Studio 5.5/Zend Studio - Eclipse. Never had a crash or had to reboot. Lots of cool features.
