Because you don't have mod_rewrite (apache module) set up properly on your second computer.
The first issue is that something is requesting http://yourapp.localhost/privat , which Cake assumes to be the "index" action of the "privat" controller. I'm not sure what this is - it's something in your application. But if you just ignore it for now and set up your application, it's likely the problem will go away, or you'll figure out what you've done wrong.
