While I believe cake supports some form of plugins, this may be another option for you. My firm uses plugins in addition to controllers and actions to better group related operations.
In addition, plugins help to namespace controllers so you may have two same-named controllers in different plugin directories. Whether you want to do that or not is a philosophical issue, though.
