So I learned something. I only still have to fix my appication  ;-)
I will dig a little bit further. I have nearly 70 controllers only Pages for 
public display, so likely somewhere I really messed it up.

In aros_acos table:

1 = allow
-1 = deny
0 = inherit permission from a parent

So, -1 is okay :)
