I have tried making the changes you had suggested but I have a slight
problem. Here is code from:
/etc/apache2/mod_userdir.conf

As you can see, there is not AllowOverride directive.

       <Directory /home/*/public_html>

                AllowOverride FileInfo AuthConfig Limit Indexes
                Options MultiViews Indexes SymLinksIfOwnerMatch
IncludesNoExec

                <Limit GET POST OPTIONS PROPFIND>
                        Order allow,deny
                        Allow from all

                <LimitExcept GET POST OPTIONS PROPFIND>
                        Order deny,allow
                        Deny from all
                </LimitExcept>

        </Directory>

Can you tell me where should I add the AllowOverride directive.
