Many have tried this and it has not been historically successful. In the land of forums there is this group, as well as many language specific groups. There is also already http://www.cakephpforum.net/ and others. In addition there is the bakery and the cookbook. The cookbook is more documentation focused but the bakery facilitates articles and case studies and the following discussion quite well.
I'm not saying its a bad idea, but instead of attempting fragmenting our efforts we should perhaps consolidate them? Focus our efforts on enhancing and enriching the already existing resources.
