Hi Jipson,
Most likely you'll need to include the full path to the secure URL,
like this:
<?php echo $html->url('https://mycart/carts/authorize/); ?>
in order to force the HTTPS protocol.
Out of curiosity, why are you using $html->url instead of $html->link?
