Some basic question:

Have you configured  ROOT (must point to cake folder, if default setup
is not used) properly on webroot/index.php?

look for something like                 
//define('ROOT', 'FULL PATH TO DIRECTORY WHERE APP DIRECTORY IS
LOCATED. DO NOT ADD A TRAILING DIRECTORY SEPARATOR');

or

define('ROOT', dirname(dirname(dirname(__FILE__))));

Try deleting files on tmp/cache/persistent
