I cannot imagine trying to develop web apps without an internet connection. There is just so much more than the Cake manual that's required. I can deal with a brief outage, but there's no way I could get much done without a connection *ever*.
btw, how is the IT dept. supposed to install updates, etc? Or even know about them?
