You should have:
src="/js/tabpane.js"
and
href="/css/tab.webfx.css"
And the files should be in /webroot/js & /webroot/css, respectively.

Note that you do not include the extension nor the directory (unless
your files are in subdirectories, in which case you'd include those,
but not the js or css part).
