As i understand it... drupal isn't so much of a framework and more of a cms. Of course it probably does have an api. I have worked with drupal once. I got frustrated and moved on. It is really hard to create a theme in it, if you ask me.
Cake is a framework much like ruby on rails. If you don't want to create a full on cms in cake, you may want to check out jake for joomla. I am sure there is something similar for drupal also.
