As has been mentioned NUMEROUS times in this post

A downloadable option IS NOT a good idea.  Cake is CONSTANTLY being updated,
changed, fixed, and so the documentation must do the same.  A downloadable
version would cause HUGE problems as it would very quickly contain incorrect
information.  And before you say, "oh what are the chances of that much
changing", remember, this is the internet.  If someone posts a file now,
chances are it will get mirrored, posted other places, and basically lost
control of.  And who knows who google will decide to put at the top of the
search list for some random cakephp problem.  Seriously, if you need to read
it that much, buy a wireless broadband card.
