Firstly, I think the second input "Question.pitanje" should be "Question.opis" Since i don't understand the language it is only an educated guess.
I tested your code out with the form view in views/questions/add.ctp, the controller function in controllers/questions_controller.php and the model in models/question.php and it did work as expected! You should try to fix the "Notice (8): Undefined variable: layout [APP/views/elements/block.ctp, line 17] Fatal error: Call to a member function filter() on a non-object in / home/zakogagl/public_html/app/views/elements/block.ctp on line 17" problem first though.
