Ah ... the stuck between common sense and client sense issue. In short I do not know the answer to this, you would really have to force cake to allow it to do this and it would probably be more work than it's worth to achieve something that at the end of the day has multiple negative effects on the site. If the client refuses to see sense then Cake may not be the way forward for them.
Have you asked the client why they want it this way and explained the benefits of Cake's named parameters? The main benefit as I see it, over and above how ugly it is to have ? = & in your URLs, is that their statistics will show real individual pages rather than cut off before the ? That information is worthless on any site that wants to measure its performance. HTH Paul.
