You could save the User info first and then add the new User.id to your data:

if ($this->Customer->User->save($this->data))
{
        $this->data['Customer']['user_id'] = $this->Customer->User->id;
        
        if ($this->Customer->save($this->data))
        {
                ...
        }
}
