This should not be reliant on the framework. Breadcrumbs do not require lists, just the same way header menus do not require them. Its up to the developer if they want to wrap those items in those specific elements.
Its neither semantically correct or a standard. Using the accessibility argument is a copout. Its very rare these days for someone to be using a screen reader. Everyone has phones, laptops, ipads or anything else that can render a page as is.
