yea, thanks everyone, it was a missing .htaccess file. I always download packages to /usr/src to unpack, and when I copied cake from / usr/src to /var/www/cakephp, it didn't move the .htaccess files. I'm seasoned enough to know cp doesn't catch hidden files unless you specify them, it just didn't jump out at me right away.
