My bad...it appears it will return true not based on if a record was deleted or not, but only if the action was run. It does not return true only if a record was deleted.
So I guess I need to do some other checking.... The response comes back true but it does not delete anything. Tried changing deleteAll $callback to both true and false and still nothing. Why can I not get the response to send back false?
