Make sure you normalise your data. 

You need to set up a table which contains your requirements ie

id, name
1, visa
2, passport

A table for your people

id, name
1, samantha
2, johny

And then a join

id, people_id, requirement_id,
1, 1, 1
2,1,2
3,2,1
4,2,2

You've essentially got a habtm relationship between people and requirements. 
Look for habtm in the models section of book.cakephp.org
