I loathe safe_mode. But it's only really useful on shared hosting. If this is a VPS disable it. You mention Plesk earlier. Is this the same server? I can't remember offhand how that's done but it has to do with including a separate conf file for the host/virtual host, then telling Plesk to include it within its own apache config.
