I don't use it but I do believe it is called themeroller which is an online tool on the jquery ui site to skin the css. Border, background, fonts, colours and it will return you a fully formatted css for the ui.
Also make your own css or edit the cake.generic.css file. I highly doubt you're going to want the finished product to look like what it did when you started by simply using the generic.css as is. Every site has different colous fonts, size, padding, shading background images and so on.... so a 1 for all css theme I would say is never going to work.
