You need to make sure mod_rewrite is enabled on your server and ensure htaccess has the proper permissions.
The actual directory path is /cakephp/app/webroot/css/cake.generic.css CakePHP uses htaccess to rewrite the url, this makes the path /cakephp/css/cake.generic.css This is typically to prevent users accessing files in directories such as /controllers for example I assume. Test your controllers, they probably don't work right now?
