I don't do business in the EU, and I had not been aware of the directive. It sounds stupid. I would imagine CakePHP has no code to deal this, nor would I expect it or any other web framework or web site to do so. Obtaining user consent for setting cookies sounds like a task a web browser should do, and not leave to each web site to handle.
