I am running nginx and no luck finding anything on that front. Not sure if this could be handled by cake of if it should be done thru the server? In general, the path part of a URL is case-sensitive. Most web servers treat the URL http://www.example.com/foo as a different resource than http://www.example.com/FOO -- though some web servers might treat them the same, especially if the URL represents a file on the server's disk and the server has a case-insensitive filesystem, like Mac OS X and Windows do by default.
