New description:
When `DTSTART/DTEND` are both `DATE-TIME` values, but one of them is
floating and the other is not, instance expansion does not work properly.
Right now we coerce the floating one to non-floating. A fix for this will
be complicated, and may not be necessary given that 2445 states that the
date-time values really ought to be of the same type (but that is only a
recommendation and not a MUST).
