In that case, yes, just make copies of that directory. Of course, you have to make sure that extended attributes are copied correctly, and that is left as an exercise for the reader.
If you're setting up a new calendar server though, you really shouldn't be using a version that's that old. I realize Debian has been slow to catch up with recent versions but there are new packages in the pipeline now.
