Unfortunately, that doesn't work, or at least it didn't last I'd checked. You need to log into your WISPA account and uncheck California from your mailing list options. That will permanently unsubscribe you. If you have issues with the process, email [email protected]. I'd help, but I don't have access.
That said, if you're a WISP and in California, please stay subscribed to the California list. It's relatively low traffic, and things get posted here that have potentially significant and game changing consequences that don't otherwise get posted to the members list. Brian, it looks like you're a vendor, so that's not necessarily aimed at you, but more a general PSA.
