Attached are the various reply comments in the proceeding to change the CASF 
program rules. There's an interesting debate going on, and I don't think 
there's a clear "right answer." If someone submits deployment data to the CPUC 
that is "overstated," how should that be handled or even detected? ATT and 
other incumbents are apposed to subscription-based verification on the basis 
that it's not in the statute (i.e. that's not what was passed by the 
legislature). I think WISPs would tend to side with them, because they would 
rather their deployment data be accepted at face value. But no one can claim 
that wireless deployment data is 100% accurate. There are too many variables to 
account for in order to perfectly model availability.

As difficult as the RWA's task is in this case, they can at least drive test to 
measure accuracy. That's next to impossible for any kind of fixed services 
(wired or wireless). Not an easy problem...
