NOTICE OF REQUEST FOR SUPPLEMENTAL CASF FUNDING

To: Parties on the CASF Distribution List
<ftp://ftp.cpuc.ca.gov/Telco/CASF/CASFdistributionlist.xlsx>

The Commission has received a request for $11.33 million in additional funding
from the CASF Infrastructure Account to complete the Klamath River Rural
Broadband Initiative (KRRBI), originally approved in Resolution
T-17418<http://docs.cpuc.ca.gov/PublishedDocs/Published/G000/M079/K379/79379916.PDF>.
A summary of the revised request and revised map of the proposed new project
area are posted on the Commission’s website on the CASF Infrastructure Grant
webpage at: CASF Applications - Project
Summaries<http://www.cpuc.ca.gov/General.aspx?id=1040>.

The grantee proposes to expand on the approved project area. Per
D.18-12-018<http://docs.cpuc.ca.gov/PublishedDocs/Published/G000/M250/K330/250330089.PDF>,
challengers have twenty one days from the date that projects are posted online
to submit a challenge. The deadline for submitting challenges for this revised
project is January 2, 2020. Please note that the only areas eligible for
challenge are new areas identified in this proposal and attached map as
“Segment R5”. The previously approved project area is not subject to challenge.

An entity challenging a CASF Infrastructure Grant application must submit its
complete challenge, a public notice of the challenge to the CASF Distribution
List <ftp://ftp.cpuc.ca.gov/Telco/CASF/CASFdistributionlist.xlsx> and a
confidential challenge report to the Communications Division (CD) Director at
[email protected]<mailto:[email protected]>,
 inclusive of the following:

§ The geographic location of all households it serves in the challenged
area(s). This information must be provided in a plain-text, comma separated
values (CSV) file, that contains geo-located street address information,
including latitude and longitude coordinates.
§ Customer billing from one subscriber in each census block of the challenge
indicating that the customer received served speeds at least one day prior to
the application filing. Additionally, the billing statement must contain
sufficient information so that Staff can verify it with the customer.
§ An attestation that the households identified in are offered service and
have the capability to receive minimum speeds of 6 Mbps download and 1 Mbps
upload.

The Commission has delegated to Communications Division Staff the authority to
uphold or deny a challenge. Staff will inform the applicant of its
determination of the challenge based on the confidential challenge report.
Incomplete challenges or challenges filed after the deadline will be deemed
denied.

Thank you,

CASF Team
