I plan to call in. I'm curious...

Regarding CEQA, CLEC's in CA get a nearly defacto CEQA exemption for cable 
installations. Directional drilling for example, is exempt from CEQA as long as 
it's not in a protected area (think wild lands, near protected bird/fish areas, 
etc). When starting construction at file a notice and project description with 
the CPUC and they reply with a letter stating the project is exempt from CEQA 
review.
