@Emile This is about persistence (try to read the original description again).
The location of the databases are in Library/Caches which is not guaranteed to
be be there in the case of an app upgrade, or iOS system cleanup (as per Apple
rules). Previously it was guaranteed since it was in Library/WebKit.
