It's not the matter of technical implementation (the approach you propose was 
already discussed in another bug) but doing this would be the almost the 
equivalent of uniquely identifying a particular device - which is where Apple 
has a problem in the first place, when they deprecated the UUID. It's a gray 
area that we don't want to get into (and have to change again, or possibly get 
apps rejected) with App Review.

Devs who want to do this approach of course can write a plugin for it.
